I believe that the unloading was actually undertaken at the former iron-ore wharf and not at the Victoria Wharf as stated. The photograph was taken by Margaret R. Collings of 47, Bute Street Cardiff. A month later the following report was published in the Western Mail :

'The steamship 'Phosphor' arrived at the Victoria Wharf, Penarth Harbour, on the 20th inst. with 2,700 tons of bulk petroleum from Batoum. This is the first cargo of Russian oil imported into Wales and the largest cargo of Russian oil brought into the Bristol channel. The vessel will pump her cargo into the tanks of the Victoria Petroleum Company on account of the Bear Creek Oil and Shipping Company (Limited), of London, Liverpool, and Bristol.' - The Western Mail [164] [361] 22nd august 1890.
