'Cardiff harbour was a safe haven for shipping because it lay in the lee of Penarth Head. Over the years, there were countless proposals to build shipping facilities there, at Cogan Pill. John Petherick painted this scene from the Grange Moors in  the 1850's, a decade before Penarth Dock was eventually built. Perched atop Penarth Head is St. Augstine's Church, which was re-built in the 1860's.' [528]
