She was surveyed at Penarth by Mr. G. L. Hindmarsh of Newcastle-on-Tyne just prior to her launch. The vessel was of 51 Gross Register Tonnage and registered to the Port of London having been built by Penarth Ship Building & Shiprepairing Company Limited, Penarth, and launched on the 15th September 1887. She was designated a screw tug with a steel hull 'for towing purposes'.
