1891 - Special Lights required by Local Rules :

A Treatise on the Law of Collisions at Sea [974] [716] states :

At Penarth, two bright lights are worn by ships ready to dock. Private signal lights for vessels belonging to the same owner, and flash lights (x) for drift-net fishing boats (y), and quarantine (z) lights (a lantern at the masthead, or in the case of plague two lanterns), are also enjoined by statute when in sight of other ships or within two leagues of the United Kingdom (z).
