Dear Sir,

I have just seen your letter with the letters from the Commanding Officer of Royal Engineers Birmingham on the subject of Batteries at Penarth. I have written as you stressed and stated that I required more definitive information as to the precise plots selected before I could give a decisive answer as to whether the land could be had and I have requested that a tracing marking the site should be sent to me when I should communicate further.

I also said that the Terms should be the same as for other purposes viz.: One penny per square yard - for a 90 years lease. I have named 1 Penny instead of ½d. because I consider it an objectionable kind of erection. And it will also undoubtedly be necessary in building to give that a wide berth, keep as far from there as possible. For of course there must be a gunpowder magazine attached as shewn, and other objectionable matters. So that I would not recommend you to let the land for less than 1d. per square yard or any consideration.

If I understand the plots correctly, they will not interfere with the Church land but verbal determinations are so apt to mislead that is I cannot say for certain till I have it marked.

As soon as I hear further on the subject I will communicate further.
