I wonder how many 18th century smugglers have seen the same view? Flat Holm could be seen from both the Welsh and English coasts but the customs-men were powerless to intervene in unlawful activities since they had no boat to take them to the island. But, there was a report of the King's boat being moored nearby the Penarth Head Inn, an ale house which was notorious since the landlord, Edward Edwards, was an alleged smuggler. It was reported to be used by smugglers back in 1738!
