The Penarth Ship Building and Ship Repairing Company Limited were now aware that the existing slipway and gridiron were fast becoming outdated and unable to meet the demand at Penarth for facilities to repair ships of the dimensions now entering the dock on a regular basis.

During 1901 there was a floating dock or pontoon under construction on the Tyne with a lifting power of 17,500 tons. This floating dock was too large for the dock but showed that it was a viable solution to the problem and a cost-effective alternative to the construction of a dry dock. Clark & Standfield designed her for His Britannic Majesty's Fleet at Bermuda.

A similar dock designed by them was being built at the Maryland Steel Company for the Navy Department of the United States of America and this was claimed to be the most powerful in the World!
