The Handbook to Cardiff of 1920 [078] states “The outstanding berth for despatch at Penarth Dock, which is an extremely useful Dock (situated under the Penarth Head) comprises four movable tips in the Dock Basin which can be used simultaneously into one vessel. Many coasting steamers are docked, loaded, and cleared to sea on the one tide from this berth”. But the wind and tide are changing for the worse!

 
   
The "Magnet" a dock maintenance vessel for diving 1920's style. Built in 1864 as a Severn trow, she was purchased at Cardiff in 1916 and later converted for maintenance duties at Penarth dock.

The above images feature in the book “A Taff Vale Railway Miscellany” by John Hutton [030] who states that the photograph shows the lowering of the diving bell for inspection of the roller path for the pontoon. The image below is of the “Magnet”. Its diving bell was used for inspection of dock equipment such as lock gates and for maintenance purposes. The pontoon didn't have a roller path but the lock-gates did, so I think this is a misunderstanding here.
