Passat under tow into Penarth Dock in 1949

'Passat' in tow in Penarth Roads. I think I can just make out the name 'Falcon' on the bow of the lead tug but the trailing tug is not so easily identified. Any ideas anyone?

The Royal Commission on the Ancient and Historical Monuments of Wales [071] has a series of seven Aerofilms photographs of the Passat and Pamir berthed in Penarth Dock during early 1950.
